Before entering politics, Fayçal El-Khoury worked as a civil engineer and consultant. He founded his own construction company. According to his public disclosures to the Ethics Commissioner, he has declared rental income from a property in Laval, Quebec. He has also disclosed holding shares in a private corporation named after himself.
Potential Conflicts of Interest
In 2017, the Conflict of Interest and Ethics Commissioner investigated Mr. El-Khoury. The investigation focused on a private member's bill he introduced, which aimed to create a special parliamentary committee to oversee relations with Lebanon. The inquiry examined whether the bill could have furthered his private interests or those of his brother, who reportedly had business dealings in Lebanon. The Commissioner ultimately concluded that Mr. El-Khoury did not breach the Conflict of Interest Code, as the bill was not specific enough to directly benefit his or his family's interests.
Public Controversies
Fayçal El-Khoury faced criticism in 2020 for comments he made during a trip to Armenia. He reportedly expressed support for the independence of the Nagorno-Karabakh region, which led to condemnation from Azerbaijan's ambassador to Canada and some members of the Azerbaijani-Canadian community. He later stated that his comments were personal and did not reflect the official position of the Canadian government. He also generated controversy in 2019 for his stance on Quebec's Bill 21, which bans some public servants from wearing religious symbols. While the federal Liberal party officially opposed the bill, Mr. El-Khoury stated that he personally supported it, a position that put him at odds with his party's leadership and many of its supporters.
